What Is Zorgtoeslag and Why Does It Matter for Students?
Zorgtoeslag is a monthly government subsidy that pays back up to €129 of your Dutch health insurance premium. If you are an international student working in the Netherlands and earning under €40,857/year, you almost certainly qualify. The Dutch tax authority (Belastingdienst) deposits the money into your bank account every month — automatically, tax-free, and without repayment obligation (as long as your income estimate is correct). For a student earning €600/month at a part-time job, zorgtoeslag can reduce your net insurance cost from €150 to roughly €21/month.
Yet thousands of international students in the Netherlands never apply. Some do not know it exists. Others assume only Dutch citizens qualify. Both assumptions are wrong. This guide walks you through everything: who qualifies, how much you get, how to apply step by step, and how to avoid the mistakes that lead to repayment demands.

How Zorgtoeslag Works: The Basic Mechanism
The Dutch government sets a “standard premium” (standaardpremie) each year — the amount it considers reasonable for basic health insurance. In 2026, this is €2,119/year (about €177/month). The government then calculates a “standard contribution” (normpremie) based on your income — the portion it thinks you should pay yourself. Zorgtoeslag covers the difference between these two amounts.
Lower income = lower standard contribution = higher zorgtoeslag.
This is why students with part-time jobs receive the highest amounts. Your income is low, so the government covers most of the gap.
2026 Key Figures at a Glance
| Detail | Single Person | With Benefit Partner |
|---|---|---|
| Maximum zorgtoeslag | €129/month (€1,548/year) | €246/month (€2,952/year) |
| Income limit | €40,857/year | €51,142/year combined |
| Asset limit | €146,011 | €184,633 combined |
| Payment date | ~20th of each month | ~20th of each month |
| Minimum age | 18 years | 18 years |
Who Qualifies for Zorgtoeslag?
You qualify if you meet all five of these conditions:
-
You have Dutch basic health insurance (basisverzekering). International student insurance, EHIC, or home country insurance do not count. You must have an active policy with a Dutch health insurer (Zilveren Kruis, CZ, VGZ, Menzis, etc.).
-
You are 18 years or older. Children under 18 are covered under a parent’s insurance for free.
-
You live in the Netherlands or are treated as a Dutch resident for tax purposes. Registered at a Dutch municipality address with a BSN.
-
Your annual income (verzamelinkomen) is below the threshold. For 2026: €40,857 (single) or €51,142 (with a benefit partner). This is your gross income from all sources — wages, freelance income, investment returns. Student loans and grants (studiefinanciering) do NOT count as income.
-
Your assets are below the threshold. For 2026: €146,011 (single) or €184,633 (with a benefit partner). Assets include savings accounts, investments, and property (excluding your primary residence). Student debt does not count against you.
Who Does NOT Qualify?
- Students who do not have basisverzekering (e.g., non-working students on EHIC or international insurance)
- Anyone earning above the income threshold
- Anyone under 18
- Residents without a valid BSN or Dutch address registration
Key insight for international students: You only need basisverzekering if you do paid work in the Netherlands. But the moment you get basisverzekering because of a part-time job, you also become eligible for zorgtoeslag. The two go hand in hand.
How Much Zorgtoeslag Will You Get?
The amount depends entirely on your annual income. Lower income = higher zorgtoeslag. Here are realistic examples for students in 2026:
Income vs. Zorgtoeslag Table (Single Person, 2026)
| Annual Income | Monthly Income | Zorgtoeslag/Month | Net Insurance Cost* |
|---|---|---|---|
| €0–€7,200 | €0–€600 | €129 (maximum) | ~€21/month |
| €9,600 | €800 | ~€125 | ~€25/month |
| €12,000 | €1,000 | ~€120 | ~€30/month |
| €14,400 | €1,200 | ~€114 | ~€36/month |
| €18,000 | €1,500 | ~€103 | ~€47/month |
| €24,000 | €2,000 | ~€80 | ~€70/month |
| €30,000 | €2,500 | ~€56 | ~€94/month |
| €36,000 | €3,000 | ~€27 | ~€123/month |
| €40,857 | €3,405 | €0 (threshold) | ~€150/month |
*Assuming average basisverzekering premium of ~€150/month.
Real Student Example
Maria studies at the University of Amsterdam and works 12 hours/week at a café, earning €650/month (€7,800/year).
- Basisverzekering premium: €143/month (natura policy, VinkVink)
- Zorgtoeslag: €129/month (maximum — her income is low enough)
- Net monthly insurance cost: €143 − €129 = €14/month
That is less than a Netflix subscription. And she gets full Dutch healthcare coverage — GP visits, hospital care, mental health, prescriptions, everything in the basisverzekering package.
With a Benefit Partner (Toeslagpartner)
If you live with a partner, your incomes are combined. The maximum is higher (€246/month), but the income threshold applies to both of you together.
| Combined Annual Income | Zorgtoeslag/Month (Couple) |
|---|---|
| €0–€10,000 | €246 (maximum) |
| €20,000 | ~€200 |
| €30,000 | ~€140 |
| €40,000 | ~€70 |
| €51,142 | €0 (threshold) |
Important: A “benefit partner” (toeslagpartner) is not the same as a romantic partner. If you are registered at the same address as someone you are married to, in a registered partnership with, or who is the parent of your child, they are your toeslagpartner. Simply sharing a flat with another student does not make them your benefit partner.
What You Need Before You Apply
Before you can submit a zorgtoeslag application, you need four things. Here is exactly what they are and how to get each one.
1. BSN (Burgerservicenummer) — Your Citizen Service Number
The BSN is your unique 9-digit identity number in the Netherlands. You get it automatically when you register at the municipality (gemeente).
How to get it:
- Book an appointment at your local municipality office (gemeentehuis) within 5 days of arriving
- Bring: valid passport, proof of address (rental contract), and university enrollment letter
- You receive your BSN on the spot or within 5 working days
- This same BSN is used for everything: insurance, bank account, taxes, zorgtoeslag
2. DigiD — Your Digital Identity
DigiD is the Dutch government’s digital login system. You need it to access Mijn Toeslagen (the portal where you apply for zorgtoeslag), file tax returns, and manage government services.
How to get DigiD:
- Go to digid.nl and click “Apply”
- Enter your BSN, name, and date of birth (must match your municipality registration)
- Choose a username and password
- An activation code is sent by physical mail to your registered Dutch address — this takes 5–7 working days
- Enter the activation code at digid.nl to activate your account
- Recommended: Set up the DigiD app on your phone for two-factor authentication (some government services require it)
Common DigiD problems:
- The activation letter goes to your registered address. If you moved recently and did not update your address, the letter goes to the wrong place.
- The activation code expires after 20 days. If you miss it, you must request a new one.
- You can only have one DigiD. If you had one before (e.g., from a previous stay), you can recover it.
3. Dutch Basic Health Insurance (Basisverzekering)
You must have an active basisverzekering policy. You apply for this directly with a Dutch health insurer (Zilveren Kruis, CZ, VGZ, Menzis, etc.) after registering at the municipality. Average premium in 2026: €142–161/month.
For full details on choosing a provider, see our Netherlands student insurance guide.
4. Dutch Bank Account (IBAN)
Zorgtoeslag is deposited into a Dutch bank account (IBAN starting with NL). You need a bank account in your own name.
Fastest option for internationals: bunq (online-only, account in 5 minutes). Traditional banks: ING, ABN AMRO, Rabobank (may take 1–2 weeks).
Step-by-Step Application Guide
Once you have all four prerequisites, the actual application takes about 15 minutes.
Step 1: Log In to Mijn Toeslagen
Go to mijn.toeslagen.nl and log in with your DigiD.
Step 2: Select “Zorgtoeslag Aanvragen” (Apply for Healthcare Allowance)
Choose “Zorgtoeslag” from the list of available benefits (toeslagen). You will also see options for huurtoeslag (rent allowance), kindgebonden budget, and kinderopvangtoeslag — you may qualify for huurtoeslag too if your rent is below a certain threshold.
Step 3: Enter Your Personal Details
- Your BSN is pre-filled from your DigiD login
- Confirm your Dutch address
- Enter your Dutch bank account number (IBAN)
- Indicate whether you have a benefit partner (toeslagpartner)
Step 4: Enter Your Expected Annual Income
This is the most important step. Enter your estimated total income for the current calendar year (January through December). For a student working part-time:
- If you earn €600/month for 10 months = estimate €6,000
- If you earn €700/month all year = estimate €8,400
- If your hours vary, estimate conservatively — slightly higher is safer than slightly lower
Only count income from work, self-employment, or investments. Do not include:
- Student loans or grants (studiefinanciering/DUO)
- Scholarships
- Financial support from parents
- Your savings balance
Step 5: Submit and Wait
After submitting, the Belastingdienst processes your application. Processing takes up to 8 weeks, though most applications are handled within 4–6 weeks.
You receive a letter (beschikking) confirming your monthly amount. Your first payment arrives around the 20th of the month following approval.
Step 6: Check Your First Payment
Payments land in your bank account around the 20th of each month. The first payment may cover multiple months if your application was retroactive.
When to Apply: Timing Matters
Apply Immediately After Getting Basisverzekering
The best time to apply for zorgtoeslag is the same week you arrange your basisverzekering. Do not wait. Every month you delay is up to €129 you leave on the table.
Retroactive Applications
Missed the start? You can request zorgtoeslag retroactively:
- Within the same calendar year: You receive zorgtoeslag from the month your basisverzekering started (or from January 1, whichever is later)
- For the previous year: You can request 2025 zorgtoeslag until September 1, 2026
- General rule: You can apply for up to 1 year retroactively from the moment of application
Example: You started working in February 2026 and got basisverzekering in February. You apply for zorgtoeslag in June 2026. You receive a lump sum for February through June, plus regular monthly payments from July onward.
The September 1 Deadline
For each calendar year, the deadline to apply retroactively is September 1 of the following year. If you forgot to apply for 2025, you have until September 1, 2026. After that date, the money is permanently lost.
What Happens When Your Income Changes
This is where many students get into trouble. Zorgtoeslag is calculated based on your estimated annual income. At the end of the year, the Belastingdienst recalculates based on your actual income (from your tax return). If there is a difference, you must pay back or receive extra.
Scenario 1: You Earned More Than Estimated
You estimated €7,000 but actually earned €12,000 (you picked up extra summer shifts). The Belastingdienst recalculates and sends you a bill for the overpayment — potentially several hundred euros.
How to avoid this: Update your income estimate at mijn.toeslagen.nl as soon as your situation changes. Started working more hours? Update immediately. Got a raise? Update. The system adjusts your monthly payment going forward — much less painful than a year-end bill.
Scenario 2: You Earned Less Than Estimated
You estimated €10,000 but actually earned €7,000 (you quit a job). Good news — the Belastingdienst sends you the difference. You receive a payment after filing your tax return.
Scenario 3: You Stop Working
If you quit your job and cancel your basisverzekering (because you no longer need it), you must also cancel your zorgtoeslag immediately. Otherwise, you receive money you are not entitled to — and must repay it with possible interest.
Update rule: Always update within 4 weeks of any income change, job change, or insurance change.
The Interaction With Basisverzekering
Zorgtoeslag and basisverzekering are directly linked. Here is how they interact:
You Need Basisverzekering to Get Zorgtoeslag
No basisverzekering = no zorgtoeslag. International student insurance, EHIC, and home country insurance do not qualify. This is the fundamental requirement.
The Part-Time Job Trigger
The sequence for most international students:
- You start a part-time job → Dutch law requires you to get basisverzekering
- You get basisverzekering → You become eligible for zorgtoeslag
- You apply for zorgtoeslag → Your net insurance cost drops to €14–50/month
- You now have comprehensive Dutch healthcare coverage at a fraction of the sticker price
Basisverzekering Cost With and Without Zorgtoeslag
| Scenario | Without Zorgtoeslag | With Zorgtoeslag | You Save |
|---|---|---|---|
| Student, €600/month income | €150/month | €21/month | €129/month |
| Student, €1,000/month income | €150/month | €30/month | €120/month |
| Student, €1,500/month income | €150/month | €47/month | €103/month |
| Couple, both €800/month | €300/month (2 policies) | €54/month | €246/month |
What About the Deductible (Eigen Risico)?
Zorgtoeslag covers part of your premium — not the deductible. The mandatory deductible in 2026 is €385/year. This means the first €385 of specialist care, hospital treatment, or prescriptions comes out of your pocket. GP visits remain free regardless.
10 Common Zorgtoeslag Mistakes (and How to Avoid Them)
1. Not Applying at All
The mistake: Assuming you do not qualify because you are not Dutch. The fix: Nationality does not matter. If you have basisverzekering, a BSN, and income below the threshold, you qualify. Apply.
2. Applying Too Late
The mistake: Waiting months after getting basisverzekering to apply. The fix: Apply the same week you get your insurance. You can request retroactive payments, but only up to September 1 of the following year.
3. Underestimating Your Income
The mistake: Estimating €5,000 when you actually earn €10,000 (because summer job income was not considered). The fix: Include ALL expected income for the full year, including summer jobs and holiday work. Better to estimate slightly high than too low.
4. Overestimating Your Income
The mistake: Estimating €15,000 because you were not sure, when you actually earn €8,000. The fix: While less risky (you receive extra money later), it means you receive lower monthly payments during the year. Estimate as accurately as possible.
5. Forgetting to Update After Income Changes
The mistake: Your estimate says €7,000 but you get promoted to 20 hours/week mid-year. The fix: Update your estimate at mijn.toeslagen.nl within 4 weeks of any change.
6. Including Non-Taxable Income
The mistake: Adding student loans, scholarships, or parental support to your income estimate. The fix: Only count taxable income — wages, self-employment income, investment returns. Student financing (DUO loans/grants) does not count.
7. Not Canceling When You Lose Eligibility
The mistake: Canceling basisverzekering (because you stopped working) but continuing to receive zorgtoeslag. The fix: Cancel zorgtoeslag the same day you cancel basisverzekering. Repayment demands can take a year to arrive — by then you may owe €1,000+.
8. Wrong Bank Account
The mistake: Entering a foreign bank account (non-NL IBAN). The fix: Zorgtoeslag can only be paid to a Dutch bank account in your name. Open a Dutch account first.
9. Not Filing Your Annual Tax Return
The mistake: Ignoring the annual tax return (aangifte inkomstenbelasting). The fix: File your tax return every year. The Belastingdienst uses it to verify your income and finalize your zorgtoeslag. If you do not file, they may revoke your entire benefit and demand full repayment.
10. Roommate Confusion (Toeslagpartner)
The mistake: Assuming a flatmate is your benefit partner, or failing to register a real partner. The fix: Flatmates are NOT benefit partners unless you are married, in a registered partnership, or have a child together. But if your partner IS your toeslagpartner, both incomes count — not reporting this can lead to repayment.
Frequently Asked Questions
Can I get zorgtoeslag as a non-EU international student?
Yes. Your nationality does not matter. If you have Dutch basisverzekering, a BSN, are 18+, live in the Netherlands, and your income is below the threshold, you qualify. The only requirement is that you are legally residing in the Netherlands — which you are, if you have a residence permit (VVR) and work permit (TWV).
Does my student loan count as income for zorgtoeslag?
No. Student financing from DUO (studiefinanciering), including the loan portion (lening) and supplementary grant (aanvullende beurs), is NOT counted as income. Only taxable income matters — wages from your part-time job, freelance earnings, or investment returns.
I work 8 hours/week. Am I eligible?
Almost certainly yes. If you earn minimum wage at 8 hours/week, that is roughly €500/month or €6,000/year — well below the €40,857 threshold. You would receive the maximum zorgtoeslag of €129/month. You are legally required to have basisverzekering because of the work, and you qualify for near-maximum subsidy because of the low income.
How long does the application take?
The Belastingdienst processes applications within 4 to 8 weeks. You receive a letter (beschikking) with your approved amount. The first payment arrives around the 20th of the month after approval. If your application covers past months, you receive a lump sum for those months.
Can I apply for zorgtoeslag retroactively?
Yes, up to a point. You can request zorgtoeslag for the current year at any time. For the previous year, you can apply until September 1 of the following year (e.g., for 2025 zorgtoeslag, the deadline is September 1, 2026). Beyond that, the money is permanently lost.
What if I earn nothing — just study without working?
If you earn nothing and do not work, you are not required to have basisverzekering. You can use EHIC (EU students) or international student insurance (non-EU students). Without basisverzekering, you cannot receive zorgtoeslag. The subsidy only exists for people who have Dutch basic insurance.
I got a repayment demand. What do I do?
First, check whether the demand is correct by logging into mijn.toeslagen.nl. If your actual income was higher than your estimate, the demand is likely correct. You can arrange a payment plan (betalingsregeling) — the Belastingdienst allows installment payments. If you believe the demand is wrong, you can file an objection (bezwaarschrift) within 6 weeks.
Is zorgtoeslag taxable?
No. Zorgtoeslag is a tax-free benefit. You do not need to report it as income on your tax return.
What happens to my zorgtoeslag if I leave the Netherlands?
Cancel your zorgtoeslag before you leave. Deregister at the municipality (uitschrijven bij de gemeente) and cancel your basisverzekering. If you continue receiving zorgtoeslag after leaving, you must repay everything received after your departure date.
Can I receive zorgtoeslag while doing an internship?
If it is a paid internship and you have basisverzekering — yes, you can receive zorgtoeslag. If it is an unpaid internship, you do not need basisverzekering and therefore cannot receive zorgtoeslag (unless you also have a separate paid job).

Do Not Leave €1,548/Year on the Table
Zorgtoeslag is one of the most generous student benefits in Europe. A working student in the Netherlands can reduce their health insurance cost to €14–50/month — less than most streaming subscriptions. The application takes 15 minutes. The payoff is up to €1,548/year.
If you have basisverzekering and earn under €40,857/year, there is no reason not to apply. Log in to mijn.toeslagen.nl, enter your income, and let the Dutch government help pay your insurance.
