Yes, if you are under 30 and enroll in a regular degree program (Bachelor or Master), you can switch from private to public health insurance. You must apply for GKV within the first 3 months of enrollment.
If you are already enrolled in GKV when you turn 30, you can usually stay until the end of the current semester. After that, you will need to switch to private health insurance (PKV).
All German universities accept private health insurance that meets minimum coverage requirements. You will need a GKV exemption certificate (Befreiungsbescheinigung) to enroll with PKV.
To get a GKV exemption, apply at any public insurer (e.g., TK, AOK, Barmer) within 3 months of enrollment. They will issue a Befreiungsbescheinigung, which you submit to your university. Note: this exemption is irrevocable for the duration of your studies.
